Sir,
I have the honour to acknowledge the receipt of your letter No. 5248/1914 dated the 15th August informing ne of the death of a Japanese on board the Japanese merchant ship "Shikoku Maru" due to a shot from one of the batteries which is charged with the enforcement of the Fules for the examination of vessels wishing to enter the Harbour at the
present time.
While I regret deeply of this unfortunate occurrence which was caused solely by entire disregard of the rules in force by the master of the vessel, resulting to give such a trouble to the authority, I thank you for the in-
formation given.
